Ordinance #263: Curb Grade (1949)

An Ordinance establishing the curb grade on the following streets and avenues in the Borough of Darlington, to wit:

  • Morris Street form First Street to Fifth
  • Market Street from First Street to Fifth
  • Plum Street from First Street to Fifth
  • First Street from the western Borough line to eastern Borough line.
  • Second Street from western Borough line to eastern Borough
  • Third Street from the original western Borough line to eastern Borough
  • Fourth Street from western Borough line to eastern Borough
  • Fifth Street from original western Borough line to eastern Borough

Be it enacted and ordained by the Town Council of the Borough of Darlington, and it is hereby enacted and ordained by authority of the same.

Sec. 1.

The curb grade of Morris Street from the center line of First Street to the center line of (         Fifth Street be and the same is hereby established as follows:

  1. Beginning at the center line of First Street at station O plus 25 at an elevation of

912.60 feet; thence by a descending grade of 0.719% to elevation 910.14 feet at station 3 plus 67 at the center line of Second Street; thence by an ascending grade of 1.518% to elevation 911.40 feet at station 4 plus 50; thence by an as­ cending grade of 0.706% to elevation 912.60 feet at station 6 plus 20; thence by a descending grade of 0.409% to elevation of 911.50 feet at center line of Em­ mery’s Alley; thence by a descending grade of 0.523% to an elevation of 910.60 feet at station 10 plus 60.85 at the center line of Fourth Street; thence by an as­ cending grade of 0.409% to an elevation of 912.00 feet at station 14 plus 03.15 at the center line of Fifth Street.

The curb grade of Market Street from the center line of First Street to the center line of Fifth Street be and the same is hereby established as follows:

  1. Beginning at state O plus 25 at the center of First Street at an elevation of 03 feet; thence by a vertical curve to elevation 910.40 feet at station O plus 50; thence by an ascending grade of 0.356% to elevation 911.53 feet at station 3 plus 67 at center line of Second Street; thence by an ascending grade of 1.094% to an elevation of 914.35 feet at station 6 plus 25; thence by a vertical curve to elevation 914.62 feet at station 7 plus 25; thence by a descending grade of

0.561% to an elevation of 913.70 feet at station 8 plus 88.67 at the center line of Emmery’s Alley; by an ascending grade of 914.40 feet at station 10 plus 60.85 at the center line of Fourth Street; thence by an ascending grad of 0.322% to an elevation of 915.50 feet at station 14 plus 03.15 at the center line of Fifth Street.

The curb grade of Plum Street from center line of First Street to the center line of Fifth Street to the center line of Fifth Street be and the same is hereby established as follows:

  1. Beginning at the centerline of First Street at station 0 plus 25 at an elevation of

906.00 feet; thence by an ascending grade of 1.00% to an elevation of 907.75 feet at station 2 plus 0; thence by a vertical curve to an elevation of 910.06 feet at station 2 plus 75; thence by a vertical curve to elevation 912.37 feet at station 3 plus 50; thence by an ascending grade of 1.00% to an elevation of 914.26 feet at station 5 plus 39.24 at the center line of Potter’s Alley; thence by an ascending grade of 1.223% to an elevation of 916.40 feet at station 7 plus 13.98 at the cen­ ter line of Third Street; thence by a descending grade of 0.571% to an elevation of 915.40 feet at station 8 plus 88.67 at the center line of Emmery’s Alley; thence by an ascending grade of 0.58% to an elevation of 916.40 feet at station 10 plus

60.85 at the center line of Fourth Street; thence by an ascending grade of 0.726% to an elevation of 918.35 feet at station 13 plus 30; thence by a descend­ ing grade of 0.479% to an elevation of 918.00 feet at station 14 plus 03.15 at the centerline of Fifth Street.

The curb grade of First Street from the western Borough line to eastern Borough line be and the same is hereby established as follows:

  1. Beginning at the western Borough line at station 0 plus 0 at an elevation of

910.60 feet; thence by an ascending grade of 0.664% to an elevation of 912.60 feet at station 3 plus 01.15 at the center line of Morris Street; thence by an as­ cending grade of 0.614% to an elevation of 913.30 feet at station 4 plus 15.18; thence by an vertical curve to an elevation of 912.23 feet at station 5 plus 15.18; thence by a descending grade of 2.75% to elevation 909.50 feet at station 6 plus 14.72; thence by an ascending grade to elevation 910.03 feet at station 6 plus 14.72; thence by an ascending grade to elevation 910.03 feet at station 6 plus

31.72 at the center line of Market Street; thence by a descending grade to eleva­ tion 909.77 feet at station 6 plus 48,72; thence by an ascending grade 2.917% to an elevation of 910.38 feet at station 6 plus 70; thence by a vertical curve to an elevation of 910.30 feet at station 8 plus 20; thence by a descending grade of 3.028% to an elevation of 906.00 feet at station 9 plus 62.09 at the center line of Plum Street; thence by a descending grade of 2.086% to an elevation of 902.60 feet at station 11 plus 25.03 at the centerline of Sprott’s Alley; thence by ascending grade of 0.725% to an elevation of 903.60 feet at station 12 plus 62.98 at the eastern Borough line.

The curb grade of Second Street from the western Borough line to the eastern Bo­ rough line be and the same is hereby established as follows:

  1. Beginning at the western Borough line at station O plus Oat an elevation 908.48 feet; thence by an ascending grade of 0.55% to an elevation of 910.14 feet at station 3 plus 01.18 at the center line of Morris Street; thence by an ascending grade of 0.42.% to an elevation of 911.53 feet at station 6 plus 31.71 at the cen­ ter line of Market Street; thence by an ascending grade of 303% to an elevation of 912.54 feet at station 9 plus 62.13 at the center line of Plum Street; thence by an ascending grade of 0.332% to an elevation of 913.53 feet at station 12 plus

63.01 at the eastern Borough line.

The Curb grade of Third Street from the original western Borough line to the eastern Borough line be and the same is hereby established as follows:

  1. Beginning at the original western Borough line at Station O plus O at an elevation

(       of 912.60 feet; thence by a descending grade of 0.724 feet to an elevation of

911.60 at station 1 plus 38.09 at the center line of Martin’s Alley; thence by an

ascending grade of 0.38% to elevation 912.22 feet at station 3 plus 01.18 at the center line of Morris Street; thence by an ascending grade of 0.74% to an eleva­ tion of 914.67 feet at station 6 plus 31.70 at the center line of Market Street; thence by an ascending grade of 0.524% to an elevation of 916.40 feet at station 9 plus 62.12 at the center line of Plum Street; thence by a descending grade of 0.598% to elevation 914.60 feet at station 12 plus 63.00 at the eastern Borough line.

The curb grade of Fourth Street from the western Borough line to the eastern Borough line be and the same is hereby established as:

  1. Beginning at the western Borough line at station 9 plus O at an elevation of

909.60 feet; thence by an ascending grade of 0.332% to elevation 910.60 feet at station 3 plus 01.22 at the center line of Morris Street; thence by an ascending grade of 1.152% to an elevation of 914.40 feet at station 6 plus 31.74 at the cen­ ter line of Market Street; thence by an ascending grade of 0.606% to an elevation of 916.40 feet at station 9 plus 62.16 at the center line of Plum Street; thence by an ascending grade of 0.399% to an elevation of 917.60 feet at station 12 plus

63.04 at the eastern Borough line.

(   The curb grade of Fifth Street from the original western Borough line to the eastern Bo­ rough line be and the same is hereby established as follows:

  1. Beginning at the original western Borough line at station O plus O at an elevation of 00 feet; thence by an ascending grade of 0.50% to an elevation of 911.00 feet at station 2 plus O; thence by an ascending grade of 0.99% to elevation

912.00 feet at station 3 plus 01.22 at the center line of Morris Street; thence by an ascending grade of 0.915% to an elevation of 913.50 feet at station 4 plus

65.21 at the center line of Stephenson’s Alley; thence by an ascending grade of 1.198% to an elevation of 915.50 feet at station 6 plus 31.70 at the center line of Market Street; thence by an ascending grade of 0.758% to an elevation of 918.00 feet at station 9 plus 62.20 at the center line Plum Street; thence by an ascend­ ing grade of 2.99% to an elevation of 927.00 feet at station 122 plus 63.10 at the eastern Borough line.

All the above are elevations of curbs on either side of the street excepting at street cor­ ners where the straight grade will be warped to meet the adjacent street grades.

Sec. 2. The Borough Engineer is hereby authorized and directed to record the aforesa- (          id grades as established hereby in the grade book of the said Borough.

Sec. 3. The Committee on Street, Highways, and Buildings of said Borough is directed to give notice to the owners of real estate fronting and abutting on the aforesaid streets and avenues of the introduction of this Ordinance, and to fix a designated time and place to meet with the owners of the real estate fronting and abutting on said streets and avenues affected, and to hear objections, if any, relating thereto.

Sec. 4. All Ordinancesor parts of Ordinances, inconsistent with the provisions of this ordinance, be and the same are hereby repealed.
